CELINA, Texas — Celina City Council approved an economic development agreement for two medical office buildings on Preston Road, an estimated $18.35 million project that would bring more specialty care space to the city. The Oct. 13 vote authorizes terms with developer Prime Healthcare Properties; construction and hiring still depend on the developer meeting the agreement.
The proposed buildings would total about 32,900 square feet south of FM 455. Texas Health Resources is expected to use one of the buildings, according to the city's presentation. The plan identifies specialties including orthopedics, sports medicine, cardiovascular care, urology, oncology and gastroenterology. Those uses describe the proposal and do not confirm which practices will open or when patients can book appointments.
Celina officials said the project represents an estimated investment of $18.35 million and could create 64 to 80 jobs. The developer must invest at least $14.5 million and create at least 42 full-time equivalent positions to qualify for city assistance, according to the agreement described at the council meeting.
The city assistance totals up to $1.4 million: a roadway impact-fee credit of up to $1.3 million and a permit-fee grant of up to $100,000. That is a ceiling tied to conditions, not a statement that the city has already paid the full amount. Council approved the agreement 7-0, according to the city's meeting video.
The agreement calls for a construction permit by Dec. 1, 2026, work to begin by Jan. 1, 2027, and a certificate of occupancy by Dec. 1, 2028. These dates are milestones in the contract, not guaranteed opening dates. The project adds to Celina's planned health-care capacity, but patients should wait for providers to announce actual services and appointments.
